Project Overview 

M&J Construction Group was appointed to undertake a comprehensive refurbishment project at Pine Close in Sandhurst on behalf of VIVO Defence Services (in partnership with the Ministry of Defence). The works included the external wall insulation (EWI) of 36 Service Family Accommodation (SFA) homes, along with extensive roofing, door and window upgrades, and a wide range of associated improvements. 

Project Scope 

The refurbishment involved 36 SFA homes, spanning multiple property types: 

  • 16 Type B units (Bedrooms: 2 doubles) 
  • 12 Type C units (Bedrooms: 2 doubles, 1 single) 
  • 8 Type D units (Bedrooms: 3 doubles, 1 single) 


A detailed and phased approach was used to ensure minimal disruption to residents and to comply with all ecological, safety, and planning regulations.
 

Key Works Completed 

  • External Wall Insulation (EWI): Installed BBA-approved systems with 25-year warranties. Systems were carefully colour-matched and finished to a high standard. 
  • Roofing: Complete removal and replacement of all pitched roofs including felt, battens, tiles, rafters, and leadwork. 
  • Windows & Doors: All windows and doors replaced with high-specification, energy-efficient PVCu units, meeting Secured by Design standards. 
  • Render & External Finish: Full rendering to match the EWI, plus upgrades to garden and lobby walls. 
  • Environmental Features: Installed swift bricks, bee bricks, bat boxes, and improved insulation, contributing to biodiversity and sustainability. 
  • Canopies: Fitted new GRP mono-pitch canopies over front entrances, styled to complement roof tiles. 
  • Loft Insulation: Upgraded all loft insulation to 300mm to meet current thermal performance regulations. 
  • Mechanical & Electrical Upgrades: New extractor fans, exterior lighting, updated boiler flues, and a new mains-powered doorbell system installed. 
  • Drainage & External Works: Drains cleaned and surveyed; footpaths and driveways restored to pristine condition. 
  • Final Presentation: Complete internal and external decoration, snagging, deep cleaning, and handover documentation, including EPCs and compliance certificates. 

Challenges 

  • Asbestos Management: Coordinated full R&D asbestos surveys and safe removal in line with regulations. 
  • Resident Occupancy: The presence of residents required strategic phasing, communication via a dedicated Family Liaison Officer (FLO), and carefully planned scheduling. 
  • Ecological Considerations: All works carried out in compliance with ecological guidance, protecting local wildlife. 

Outcome 

The project was successfully delivered on time, on budget and in full compliance with all MoD and building regulation standards. The upgraded homes now benefit from improved energy efficiency, structural integrity, and enhanced aesthetic appeal, while significantly lowering maintenance demands and carbon impact.
