Project Overview

M&J Group was appointed as the Principal Contractor to carry out a full pitched roof replacement across the three Main Office Blocks at the Thames Valley Police Headquarters. The high-security, multi-phase programme involved complex roof refurbishment works to an occupied and operational police facility.

The scope included removal of all existing roof coverings, design and erection of full perimeter scaffolding, and the supply and installation of a new interlocking concrete tile roofing system, in line with Building Regulations Part L (insulation) and Part F (ventilation).

Key Works Completed 

  • Scaffolding: Full site access provided via fully designed perimeter scaffolding across complex roof geometry and multiple elevations. 
  • Existing Roof Removal: Complete strip-out of existing tile coverings and underlay materials to expose the structural roof elements. 
  • Roof tile replacement: Installed new interlocking concrete tiles, fixed in accordance with a full Marley-verified specification to suit the buildings height and exposure zone. 
  • Insulation & Ventilation Upgrade: Installation of 90mm Celotex insulation between rafters with insulation stop battens for air circulation, meeting Part L & F of the Building Regulations 
  • Leadwork & Detailing: Precision installation of lead flashings, cavity trays and abutments detailing around dormers, hips, valleys and adjoining roof sections. 
  • Triflex Liquid Waterproofing System: Applied to existing gutter systems to ensure durability and watertight performance. 
  • Lightning Protection: Removal and certified replacement of the lightning conductor system 
  • Brickwork & External Finishes: Completed brickwork repairs, new cavity tray installations and external decorations to bargeboards and louvres. 

Challenges 

Working within a live operational and high-security environment presented significant challenges for the project. All work was meticulously scheduled to ensure minimal disruption to the Police Headquarters, which remained fully operational throughout the project. Due to the sensitive nature of the site, every operative was vetted, and all vehicle deliveries were pre-registered, with ID checks and timed entry strictly enforced. Further complexity was added by the roof’s intricate geometry, which featured multiple intersecting structures, various pitches, and detailed work across hips, valleys, and dormers. This required careful sequencing of tasks, along with precise leadwork and tile layout.

Outcome 

The project was completed on time, on budget, and with zero disruption to sensitive police operations. The new pitched roofing system delivers: 

  • Enhanced thermal and ventilation performance 
  • Long-term weatherproofing and durability 
  • Fully certified safety systems 
  • Reduced maintenance for the client
